The Lisbon Treaty brought the EP new powers which have now been negotiated into a more precise agreement with the Commission. Nominating the EU's representatives abroad will stay the High Representative's exclusive domain, but the Parliament gained the precious rights of putting forward legislative proposals to the Commission and of participating in international meetings as an observer.
